Purpose and Responsibilities
Materials Management is responsible for Judicial's procurement (i.e., lease, rental, purchase) of goods and services. The Judicial Branch is committed to meeting the objectives of Title 4 Section 98 of the Connecticut General Statutes, which requires the issuance of purchase orders and the transmittal of all commitments to the State Comptroller.

It is the duty of Materials Management to ensure that the equipment, supplies, forms, and contractual service needs of the Judicial Branch are acquired, accounted for, and disposed of in compliance with applicable rules and regulations of the Branch and the State.

Purchasing Process Standards
Purchasing contracts will be awarded to the low cost responsive bidder. In addition to compliant product specifications, other factors considered in awarding contracts include:

Pricing
All prices placed on orders shall be legitimate verified prices. All orders are subject to competitive pricing analysis.

C.H.R.O. Compliance
Under the policies and procedures of the Office of the Chief Court Administrator, the Materials Management Unit will supervise the process for acquiring C.H.R.O. compliance certification for contractors, service providers, and suppliers doing business with the Judicial Branch.

State Set-Aside
The Department of Economic and Community Development's guidelines require that 25% of all contracts be placed with State Set-Aside Businesses (SSA) including, Minority-Owned Business (MBE) enterprises. Judicial's commitment to the State Set-Aside program is established each fiscal year with the approval of the Executive Director of Administrative Services, Office of the Chief Court Administrator.

In order to meet goals under Department of Economic and Community Development's State Set-Aside program, Request for Proposals (RFP's) and Request for Quotations (RFQ's) for providing goods and services to the Judicial Branch may be published exclusively for participation by SSA or MBE vendors.

The Judicial Branch supports this program and urges those who are not yet certified to do so. Please register with the Department of Administrative Services.External Link

Waste Prevention and Recycling
The Recyclable content of products and packaging are considerations that are used to differentiate tie bids and to give additional value.

Bidder Contract and Confidentiality
Suppliers and their representatives may contact personnel at the Materials Management Unit concerning specifications of a Request for Proposal (RFP) or a Request for Quotation (RFQ) until bids are opened publicly.

Technical questions requiring consultation with other appropriate Judicial personnel should be addressed to the Materials Management Office.

Any changes to specifications must be communicated in writing to all holders of the original specification.

Once bids are opened, and until the contract award is made public, the Materials Management Unit will only communicate with participating vendors on points of clarification.
